Well it doesn't have documentation for any updates to Decal's messages.xml that happened after Aug 22, 2006, but there haven't been many. Otherwise it's valid.

Is there something specific that you need?

There isn't anything specific I needed. Just seeing if that was up to date. Is there an updated version somewhere?

Not that I know of. The only updates that it's missing involve the following:
  • Friends, squelch, and chat filter lists
  • Houses available list
  • NPC vendor prices
  • Item cooldowns

I'm not sure who's maintaining Messages.xml these days but if they want to PM me a link to the full current XML (the one with embedded documentation), I can use it to update that page.
